I'm Henry Q, a chartered engineer and RPEQ with over a decade of experience in cost estimating and cost intelligence, supporting major infrastructure and energy projects across Australia. I've held senior roles across client, consultancy, and contractor environments, leading multi-million-dollar capital programs in the mining, oil & gas, and water sectors.
At Intel Estimating, my approach is to support the full lifecycle of program and project development. This includes early cost planning, detailed cost estimates, and benchmarking & data analytics support - giving clients the clarity they need to shape confident investment decisions. I embed structured, informative, decision-ready cost inputs across all delivery phases.
The result is tailored, transparent, and execution-focused estimating that drives value from concept to completion - without the overheads or conflicts of interest that can come with larger firms.

- Planned and administered estimating guidelines, facilitating early planning of estimates.
- Applied first-principles, schedule of rates, and unit rate techniques across AACE Class 5 to Class 1.
- Captured historical and as-built costs to refine the estimate price book.

- Led cost estimates for Growth, Brownfields/Portfolio, Upstream & Midstream CAPEX projects up to $750M for LNG development, including Roma SD23.
- Covered conceptual studies through to final investment decision (FID) stages.
- Managed primary contract responsibilities including payment claims, technical queries, and contract correspondence.
- Led contract negotiations for package initiation and change management while maintaining budget constraints.

- Delivered quantity take-offs, supplier and sub-contractor pricing, and labour and cost inputs for tender submissions.
- Estimated and supported construction development through FEED, including interface requests and technical queries.
- Projects included Arcadia Compression Station, Olympic Dam smelter campaign maintenance, Southern Mining Corp Daunia Mine cyclone upgrade, George Fisher Mine expansion and conveyor upgrade, and Diamantina Power Station.
